On Target?

Not sure how to feel about this sentence from a New York Times story analyzing NYPD shootings over the past 11 years: "When they fire at dogs, roughly 55 percent of shots hit home. Most of their targets are pit bulls, with a smattering of Rottweilers and German shepherds."
